Li Wancai, male, Han nationality, postgraduate, CPC member, was born in April 1955, he started working in 1972.

Li Wancai served successively as deputy director, member of Party Leadership Group of the Plan Committee of Yingkou city, Liaoning province in December 1988, as vice mayor of Yingkou Municipal Government in February 1993, as deputy director and deputy secretary of Local Taxation Bureau of Liaoning province in June 1994, as secretary of Local Taxation Bureau of Liaoning province in May 1996, as director and secretary of Local Taxation Bureau of Liaoning province in April 1998. He had attended the excellent young cadres training classes held by the Party School of the Central Committee since July 1998 till July 1999, and served as deputy secretary-general of Liaoning Provincial Government in January 2000, as vice mayor of Dalian Municipal Government in May 2001, as vice governor of Liaoning Provincial People's Government in January 2003. He is currently member of CPC Dalian Municipal Committee, member of the standing committee of CPC Dalian Municipal Committee, deputy secretary, vice mayor and acting mayor in May 2009. He was elected as mayor of Dalian in January 2010.
