Report on the Work of the Government

At the 3rd Session of the 14th Dalian People's Congress on January 12th, 2010

Fellow Deputies,

Now, on behalf of the Dalian Municipal Government, I will submit the government work report to the Congress for its reviews and for the comments from the members of the Dalian Municipal Committee of the Chinese People's Political Consultative Conference.

I Review of the Government Work in 2009

2009 is the toughest year for the economic development of Dalian since the new century. Under the proper leadership of the CPC Central Committee, the State Council, the CPC Liaoning Provincial Committee and the Provincial Government, and the CPC Dalian Municipal Committee, the Dalian Municipal Government led all citizens to face difficulties with strong determination and made significant achievements in ensuring growth, improving people's livelihoods and maintaining stability and thus successfully fulfilled all the tasks set on the 2nd Session of the 14th Dalian People's Congress.

-- The economy maintained steady and rapid growth. It is estimated that GDP of Dalian reached 441 billion Yuan, an increase of 15 percent over the previous year; general fiscal revenue of the local government amounted to 40.02 billion Yuan, up by 18 percent; industrial added value above designated size was 173.3 billion Yuan, up 17.5 percent.

--More new advantages were gained in opening up. Imports and exports totaled US$ 40.3 billion; actual foreign investment achieved US$ 6.02 billion, up 20.2 percent, ranking the first in Liaoning province.

--The sustainable development capacity kept improving. Energy consumption per unit of GDP dropped by 5.7 percent; total discharge volume of major pollutants decreased by over 5 percent on average. The overall social investment in fixed assets was 327.3 billion Yuan, up by 30 percent.

--The quality of people's livelihoods further increased. 160,000 positions were provided for urban residents, with the registered unemployment rate of 2.8 percent. Urban per capita annual disposable income reached 19,070 Yuan, an increase of 9 percent, and rural per capita net income reached 11,190 Yuan, up by 14 percent.

Last year, the municipal government accomplished the following important work:

1. Sparing no effort in wining the tough battle of ensuring growth
We attached great importance to give full play to the leading role of investment. There were more than 1,400 projects with the investment of over 10 million Yuan throughout the year and the total investment amounted to 1.28 trillion Yuan. The 75 major projects including subways and Intel Chips Plant smoothly proceeded. We obtained 225 new investment projects of the Central Government and subsidies of 960 million Yuan.

We actively expanded consumption demand. Policies and measures were implemented to boost the healthy and steady development of real estate market, promote consumption and ensure growth and revitalize the market with tourism industry. A range of activities were carried out, including "bring household electricity appliances and automobiles to the countryside" and making urban and rural market prosperous.

We made every attempt to stabilize export. We implemented the strategy of diversifying export markets, maintained traditional market and exploited emerging market. The ship export improved under adverse circumstances and software export and service outsourcing sped up growth.

We guaranteed the supply of production elements. New credit availability reached 144.2 billion Yuan and 3.77 billion Yuan were achieved by means of capital market financing. We strengthened the scheduling and administration of coal, electricity, oil and transport and properly resolved the restriction of sites for industrial development. The construction of regional grids was further strengthened.

We did everything possible to maintain the steady and rapid development of enterprises. Preferential policies and measures on supporting the steady and healthy development of small and medium-sized enterprises were launched.

We accelerated the development of county economy. In line with the guideline of "Giving More, Taking Less and Loosening Control", we supported the development of agriculture, rural areas and farmers with the transfer payment of 4.47 billion Yuan from the municipal finance revenue.

2. Further deepening the reform and opening up
We formulated and implemented the planning and measures of national strategies. The Development Plan for Liaoning Coastal Economic Zone was incorporated into national strategies, which was a milestone for the revitalization and development of Dalian. We grasped the opportunity, made plans as a whole and formulate the implementation opinions and specific planning of the Development Plan to draft a magnificent blueprint for speeding up the construction of the regional core city.

The construction of shipping centers picked up speed. The completed projects included the No.22 Berth for crude oil of Nianyu Bay, the main project of Shugang Road of Changxing Island and the harbor area of Dayao Bay Shugang Road. The third phase of the airport expansion project smoothly proceeded and the construction of deep water port of Changxing Island and Shugang Road of Dalian Bay was launched.

Dalian opened wider to the outside world. The Pioneering Zone and major industrial parks played more leading roles. Lvshun and Changhai completely opened; Zhuanghe Port and New Lvshun Port passed the review and acceptance for opening; four zones including Zhuanghe Coastal Economic Zone were incorporated as a key development and supporting zone in the Liaoning Coastal Economic Zone. The scale and quality of foreign investment kept improving and the domestic assets of 64.75 billion Yuan was introduced, with an increase rate of 57.6 percent. Dalian successfully hosted the Summer Davos Annual Meeting, "Beijing (Dalian) -- Tokyo Forum and International Fashion Festival.

The reform in major fields was steadily carried out. The institutional reform of city and district level was basically fulfilled. The transformation of the state-owned companies of Dashang Group, CDIG, Dalian Shengdao Group Co., Ltd and Dalian Salt Industry Co., Ltd into joint stock companies proceeded smoothly.

3. Accelerating the establishment of modern industrial system
The clustering effect of competitive industries was boosted. The supporting function of four industries namely, petrochemical, equipment manufacturing, shipbuilding and electronic information were further strengthened. The projects of Cosco Shipbuilding Co., Ltd, Goodyear and the main equipments of CFHI nuclear island successfully proceeded; the project of PTA, PX and methanol went into operation; 9 projects including the wind power capacity expansion of DHI?DCW Group Co., Ltd was listed as the national plan for industrial revitalization and technological renovation; advanced products including Mode 90 crankshaft for ships were delivered. The wind power equipment manufacturing base of Wafangdian was constructed and put into use; the international energy port in the Free Trade Zone took shape; the development of the shipbuilding base in Changing Island and new material industrial base in Huanyuankou and the locomotive industrial park in lushun commenced well; the construction of automobiles driven by new energy picked up speed; the automobile project of Cherry and Shuguang settled in Dalian, which filled in gaps of automobile industry of Dalian.

The scale development of high-tech industry was intensified. The development of numerical control, phoelectron and new energy industries were accelerated; Dalian became the national demonstration city of energy-saving and new energy automobiles, the application of semiconductor lighting and "Golden Sun".

We stepped up the development of modern service industry. The first phase of the Financial and Commercial Zone project in Xinghai Bay was put into use; 23 foreign and domestic foreign-funded finical institutions and investment companies including SCB and AEON Life were open; 9 branches of finical headquarters including Dalian Bank were established outside Dalian; Dalian Commodity Exchange achieved the volume of business transactions of 37.6 trillion Yuan.

Dalian implemented the innovation driven strategy. 17 projects attained the major national S&T special funds for "high-grade numerical control machines and basic manufacturing equipments".

4. Comprehensively improving the construction and administration of urban and rural plan
We scientifically adjusted the urban and rural construction plan.

We promoted the infrastructure construction. 10 transport projects developed well; the main project of Dalian part of Hada passenger dedicated line was practically completed and the Donglian Road project was finished; the coastal road of 860 km in Dalian was put into operation and the extension of the route of No.202 was launched; the road of 190 km was reconstructed and the rural road of 500 km newly built.

We gave high priority to the improvement of ecological environment. The establishment of forest city was fully commenced and eight afforestation projects including the coastal road were implemented, with 80.67 million trees planted. The ecological river of 226.6 km was treated. 58 clay bricks plants were closed. The renovation of the Botanical Garden, Baiyuyan Health Park and the construction of the plank road of the coastal road were all completed. Dalian won the first prize of the highest rank group in the election of international garden cities.
The quality of urban administration was improved.

5. Conscientiously strengthening the social construction with the focus on people's livelihood
The project of people's livelihood made solid progress. 14 policies and measures on stabilizing and expanding employment were formulated and implemented; we carried out special training plans and extended the employment service platform to the rural area; the Entrepreneurship and Employment Center for College Students in Shahekou district became a national demonstration project.

We vigorously developed social undertakings.

We made all efforts to maintain social stability. We successfully fulfilled the security task of the 60th anniversary of the founding of the People's Republic of china, the Summer Davos Annual Meeting and the International Fashion Festival. The effective system of maintaining political stability and fighting crimes as well as the prevention and control system for social security were continuously intensified; the capacity of accepting and handling complaint letters and visits was improved and a batch of cases affecting social stability got effectively resolved.

New Achievements were made in the work of nationality, religions, overseas Chinese affairs, Taiwan affairs, civil air defense, meteorology, earthquake prevention and disaster relief, archives, the aging, mutual support and construction as well as militia and reserve force.

6. Striving to build the service-oriented government 
We deepened the administrative innovation of the government. The number of projects requiring administrative review and approval decreased and that of projects with online review and approval reached the rate of 50 percent. The Data Center of the Municipal Government was established and the outer net of government affairs officially went into operation. The settlement rate and satisfaction rate of administrative complaints topped 95 percent. 377 administrative systems were set up at the municipal and district level. The achievements of ISO9000 quality management system certification continued to be consolidated.

The building of work style of the government and that of all sectors were intensified. "Work Style Hotline" of 24 hours was set up to expand the communication channel between the government and citizens.

The Municipal Government took supervision seriously. The Municipal Government was willing to accept the legal supervision and work inspection from the Dalian People's Congress and its standing committee as well as democratic supervision of the CPPCC Dalian Municipal Committee. The Government adhered to the system of reporting major issues to the Municipal People's Congress and communicating with the CPPCC Dalian Municipal Committee.

Fellow deputies, looking into last year, we faced difficulties with confidence and courage, defined our objectives with high standards and implemented policies with tremendous strength, promoted the pace of our work and achieved the favorable situation in which economic development was recovered and improved.

We felt that none of the achievements came easily! These achievements were composed of the painstaking effort and sweat of all citizens and displayed the help and support of people of all sectors of the society.

While acknowledging the achievements, we must also be clearly aware of the present difficulties and problems.

II Major Tasks for the Work of 2010

This year is the last year for the implementation of the Eleventh Five-Year Plan and crucial for the implementation of the Development Plan for the Liaoning Coastal Economic Zone and dealing with the global financial crisis.

The general guideline of our government work for this year is to implement the guiding principles set out the Third and Fourth Plenary Session of the 17th CPC Central Committee and the Central Economic Working Conference and the ninth Session of the 10th CPC Liaoning Provincial Committee, the Eighth Plenary Session of the 10th CPC Dalian Municipal Committee. Led by the scientific outlook on development, we will grasp the historical opportunities of accelerating the revitalization of the old northeast industrial base and the development and opening up of the Liaoning Coastal Economic Zone and step up efforts to promote the process of urbanization of the whole city. We will boost the adjustment of economic structure and the transformation of economic growth pattern, speed up the construction of "three centers and one clustering zone" and keep upgrading the quality and efficiency of economic growth. We will promote the improvement of people's livelihoods as well as social harmony and stability and lay solid foundation in achieving comprehensive rejuvenation and new leap of scientific progress.

We have set the following major targets for the national economic and social development: Dalian's GDP will grow by above 15 percent and exceed 500 billion Yuan; energy consumption per unit of GDP will drop by 4 percent; total discharge of major pollutants will decrease by 3 percent; general fiscal revenue of local government will increase by 15 percent; increase rate of social investment in fixed assets will be more than 30 percent; actual foreign investment and introduction of domestic investment will be up by over 20 percent. Exports managed by factories or enterprises will rise by 10 percent and the gross retail sales of social consumer goods will be raised by above 15 percent; urban per capita annual disposable income will grow by 10 percent and rural per capita net income 12 percent; the urban registered unemployment rate will be held below 3.5 percent.

The major tasks of this year's municipal government are as follows:

1. Concentrating efforts on promoting urbanization and expanding the strategy space for leapfrog development
The implementation of the urbanization development strategy is the common view of the whole city for overcoming the restriction on resources and space in the process of revitalization and development. It is also a necessary choice for carrying out the national strategy and extending development framework and an important method of adjusting economic structure, boosting domestic demand and accelerating the transformation of development pattern. 

We will expand development space and optimize layout through urbanization. In line with the group-oriented and chain-oriented development pattern, we will expand urban development space alongside the Yellow Sea and the Bohai Sea as well as the Shenda and Danda highways, and plan and develop "the four large groups". Based on the present foundation and advantages, we will explicitly define the industrial development direction and urban positioning and step up efforts to develop the economic zone with special functions and features as well as livable areas with beautiful ecological environment.

The urbanization of the city will attract investment and boost consumption. We will promote the manufacturing industry to move northward and infrastructure construction to extend to the north and major projects and production elements to aggregate to the north part, which will make new urban area and the groups of Yellow Sea and Bohai Sea hot area for investment.

2. Focusing on developing "three centers" and intensifying the functions of the core city
We will organize the implementation of the construction plans for International Shipping Center of Northeast Asia, International Logistics Center of Northeast Asia and the Regional Financial Center, accelerate the improvement of urban functions and strengthen urban radiation and driving forces.

The functions of shipping centers will be elevated in full scale. We will formulate and improve the construction and development plans for ports, economic zones and the connection between the city and towns and speed up the pace of the North Yellow Sea Port construction and development and thus the scattered port clusters of the Yellow Sea and the Bohai Sea as well as the urban zone and economic zone throughout the city will take shape. We will intensify the infrastructure construction of major ports including the third phase of the Dayao Bay Wharf and the crude oil wharf of Changxing Island and establish modern port clusters. The building of Shugang Road of Changxing Island and Dalian Bay will pick up speed and the project of cross-sea passageway will be further improved. We will deepen the reform of port administrative system and Dalian Port Group and improve administrative quality and service efficiency. The throughput of port cargos and containers will grow by 15 percent. We will vigorously introduce international reputed port and shipping enterprises and open up new international ship route. We will accelerate the renovation of the third phase of the airport project and the airport passenger throughput will surpass 10 million; the preliminary work of the new airport will get promoted.

We will keep improving the framework of logistics centers. We will promote the building of the container central station of Dayao Bay and the inland dry port and strive to get the northeast sea and railway combined transport system incorporated into national multi-way transport demonstration projects. We will develop the construction of the automobile logistics center of the Free Trade Zone and apply to establish the comprehensive free trade zone of Changxing Island.

The construction of financial centers will pick up speed. We will build the financial commercial zones of Renmin Road and Xinghai Bay. We will support the Dalian Commodity Exchange to release new types of futures and construct the Asian Futures Exchange Center. We will improve the modern financial service system and actively set up and introduce a variety of financial institutions. We will promote the development of financial institutions in Dalian and support the national network layout of financial headquarters including Dalian Bank and AEON Life. We will spare no efforts to develop multilayer capital market and encourage enterprises to get listed and promote direct investment.

3. Making great efforts to establish modern industrial clustering zones and accelerating the adjustment of industrial structure and the transformation of development pattern
We will implement the industrial revitalization plan, change the development pattern and accelerate the establishment of modern industrial clustering zones with international competitiveness, which develop towards the target of green and low carbon economy and are supported by advanced manufacturing industry and modern service industry.

We will promote competitive industrial clusters in size and strength. We will concentrate on renovating conventional industries with high technology, and consolidate and improve the superiority of equipment manufacturing, petrochemical and shipping industries. Aiming at establishing world class industrial bases, we will continue to develop a batch of major projects including the shipping bases of Changxing Island and Lvshun, the nuclear power equipment base, the locomotive industrial base and Cherry automobile.

We will speed up cultivating emerging industries. The development focus lies in emerging industries, new energy equipments, energy saving and new energy automobiles, software and service outsourcing as well as new materials and bioindustry. We will accelerate the development of the Intel Chips Plant and new energy automobile projects, implement a batch of emerging industrial programs and demonstration projects including Dalian Testing Scientific Park, Orix Service Outsourcing Base of the High-tech Zone and the optical energy of the Development Zone and Wafangdian and strengthen the optimization and upgrading of industrial structure of the city.

We will promote the development of modern service industry. We will make tremendous efforts to the service industries with high added value such as logistics, commerce and trade, finance and tourism. With the brand effect of the Summer Davos Annual Meeting, we will develop the conference economy with the Xinghai Bay, the Diamond Bay, the Golden Peddle Beach and Changhai as bases. We will also promote the development of headquarter economy, building economy, cultural and creative and intermediary service industries in respect of scale, characteristics and cluster.

We will earnestly improve the capacity of technological innovation. We will construct a batch of laboratories, engineering centers and experimental bases with high standards including the national research institute of large-scale bearing engineering technology. We will also improve the technological innovation alliances between enterprises and colleges and universities as well as research institutes in Dalian, set up national innovation bases of wind power, numerical control machines and electronic information and accelerate the integration of zones and schools.

4. Exerting ourselves to deepening reform and opening up and improving development vitality and driving forces
We will further deepening reform and opening up, strive to resolve key and hard problems hindering economic and social development and make the scientific development more vigor with stronger driving forces.

We will intensify the reform of economic structure. We will step up the mergers and reorganizations as well as the reform of shareholding systems of large state-owned enterprises; we will also improve the administrative and supervision system of state-owned assets and expand the coverage of the transaction of state-owned property rights.

We will intensify the reform of key areas and crucial links. We will move forward with the institutional reform in local government and improve the administrative system reform. We will implement the reform measures on national resource product prices and environmental protection fee collection.

We will strengthen the scale and standard of foreign investment. We will innovate the system of investment invitation and intensify the investment invitation, with the Pioneering Zone playing its simulative role.

We will develop the policies and measure on stabilizing overseas market demand, ensuring quotas and encouraging export. We will also intensify departmental collaboration and increase custom clearance efficiency. We will adjust foreign trade structure, cultivate national products export base and expand the products export with independent intellectual property rights, proprietary brand, high technology and high added value. We will promote foreign export and stabilize growth.

5. Doing everything possible to balance urban and rural development and further strengthen county economy
We will intensify the balance between urban and rural development, strengthen agriculture and benefit farmers and raise farmers' income with all strength. We will further consolidate the foundation of rural development and enable county economy to lead economic growth.

We will maintain the sound development condition of county economy. We will accelerate the county industry and improve the scale and strength of a batch of competitive industrial clusters with outstanding main business.

We will develop city-oriented modern agriculture. We will lay equal stress on urbanization of the whole city and development of city-oriented modern agriculture and step up the new pattern of balancing urban and rural development, the complementation of industry and agriculture and intensive development.

We will promote the healthy interaction of urbanization and new rural construction. We will strengthen the system planning of counties and towns and intensify infrastructure construction, relying on the present town and industrial zones; we will improve the capacity of basic public service in respect of service, healthcare and culture and focus on establishing a batch of characteristic towns of different levels.

6. Vigorously improving the urban environmental quality and accelerating the construction of "Green Dalian"
Aiming at building an internationally renowned eco-livable city, we must adhere to the principle of prioritized environment and ecological city construction with the target of both the economic profits and the beautiful environment, and strive to develop the city in a way of ecological civilization highly integrated with economic development.

We will improve the urban infrastructure.
We will successfully carry out the ecological construction and environmental protection. We will speed up the construction of "Forest City", implement the more than 10 major afforestation and beautification projects such as the second phase of Coastal Road construction, develop a number of Forest Parks such as Xicheng Park, Yingge Stone Park, Xishan Park and Dalian Bay Park, and complete the upgrading and transformation of the coastal parks including Tiger Beach Park and Fujia Zhuang Park.

We will strengthen the energy-conservation and emission reduction. We will formulate the industrial energy efficiency guide and strictly control the development of high energy consumption projects. We will make great efforts to develop new energy and renewable energy sources, and promote the construction of the industrial system and consumption patterns characterized by a low carbon emission.

We will enhance the urban administrative quality. We will strengthen urban administration in accordance with the requirement of "new standard, overall coverage, and comprehensive assessment".

7. Doing our most to develop various social programs and promote social harmony and stability
We will pay attention to ensure the public interests, promote the balance, improve the development of social undertakings, strengthen the social development comprehensively, and make efforts to meet the basic public demands of the people.

We will promote the balanced development of education. We will successfully strive to plan and adjust the layout of educational resources, and promote the construction of residential quarter schools.

We will comprehensively implement the reform of medicalcare system. We will improve the grassroots medical and health care service system, and implement the basic pharmaceutical system in the public community health service institutions and health clinics in towns and townships. We will construct a new children's hospital and a new maternity hospital, and renovate Dalian TB Hospital.

We will improve the city's cultural soft power. We will speed up the building and reconstruction of the International Convention Center, People's Theater, Modern Museum, Han Tomb Museum, Shell Museum, and other public cultural facilities.

We will strengthen the social administration. We will implement the special security rectification in key sectors and areas, carry out the construction of the security-ensured city demonstration zones in China, and resolutely curb and prevent the occurrence of major accidents.

We will maintain social stability effectively. We will improve the "the people's petition letters and visits" system mechanism, and implement the joint reception of visitors.

We will comprehensively develop other social undertakings. We will successfully continue to accomplish the tasks that are related to ethnic groups, religion, foreign affairs, overseas Chinese, Taiwan affairs, civil air defense, meteorology, archives, press and publication, mutual supporting and construction, militia and reserve forces.

8. Striving to ensure and improve people's livelihoods and raise the people's living standards
We will steadfastly promote the key projects for the people's livelihood. We will raise funds worth 5 billion yuan in Dalian, accomplish 15 practical tasks for the people, earnestly solve the most concerned, direct and practical problems about the people's interests, and strive to improve the people's satisfaction and well-being index.

We will establish a city of full employment. We will release the opinions on the implementation of guiding the business startups, speed up the construction of the nation-level city of business startups, establish a training base for the entrepreneurs in China (Dalian), stimulate and expand employment by encouraging business startups. 

The quality of social security will get improved. We will expand the coverage of social security, issue the temporary measures for retirement pension for the elderly residents without social security insurance in cities and towns, and the measures for the implementation of transferring retirement pension account.

We will improve the urban and rural social relief system. We will put into practice the mechanism of the urban and rural minimum living allowance's natural growth, unveil the temporary generalized beneficial relief policy for the urban and rural residents, and achieve the overall coverage of social assistance.

We will speed up the establishment of housing security system.
We will strengthen public services.
We will speed up the reconstruction and extension of Sandaogou Water Treatment Plant, and intensify the construction of the gas pipe network.

9. Energetically improving the administrative efficiency and building a government that the people are satisfied with
Facing the complex situations and arduous tasks, we must strengthen the capacity of leading scientific development and effectively accomplish the tasks of building a service-oriented government.

We will always maintain the passion for development and the revitalization and development will rise to a new height.

We will comprehensively increase the administrative efficiency. We will further simplify the administrative examination and approval procedure, strengthen and improve the "one-stop" service, the examination and approval of municipal projects will all be accepted and handled online.

 We will earnestly improve our work style. We will establish the official achievement concept in accordance with scientific development, effectively carry out the current work, and accomplish the tasks that are fundamental and beneficial to the long-term interests.

We will strengthen our efforts to promote clean government thoroughly. We will enhance law-based government and run the government by high standards, strengthen auditing and supervision, administrative supervision, and ensure that the executive power is exerted fairly and effectively in accordance with the law. 

Fellow Deputies! Dalian has entered a new era of scientific development, innovative development and harmonious development. Let us closely unite around the Party Central Committee with Comrade Hu Jintao as General Secretary, under the leadership of the CPC Dalian Municipal Committee, devote all we can to our jobs and live up to the mission assigned to us with passion and high morale and make efforts to speed up the overall revitalization and achieve a new leap in the scientific development!
