Citizens, comrades and friends:
The New Year's bell is about to ring. When the new year begins and everything takes on a fresh and new look, on behalf of the CPC Dalian municipal committee and the municipal government, I express best wishes in this holiday season and extend New Year wishes to all citizens of Dalian and people of various circles of the society, to troops in Dalian, officers and soldiers of armed police forces and public security officers, to foreign and domestic friends that have long been concerning about and supporting the development of Dalian, and to retired old comrades who have made significant achievements.
The year 2009 has been a year in which we have spared no efforts to work hard in predicament. Facing the grievous impact of the global financial crisis, the whole city has overcome obstacles with a united heart. We have made great achievements in ensuring growth, improving people's livelihoods, maintaining stability; the regional GDP has increased by 15% and the general fiscal budget revenue of local government has surpassed the critical point of 40 billion Yuan. Major indicators of economic growth have achieved the target of "becoming higher than the provincial level and also higher than the average level of sub-provincial cities all over the country".
The year 2009 has also been a year for us to grasp the historical development opportunity. We have actively implemented the Development Plan for the Liaoning Coastal Economic Zone, emancipated our mind, made scientific plans and drafted the development blueprint of building the regional core city.
The year 2009 has been a year when the quality of people's livelihood has steadily improved. The per capita disposable income of urban residents has grown by 9%; the per capita net income of rural residents has risen by 14% and surpassed the critical point of 10,000. All the social undertakings have comprehensively promoted; the government has functioned well and the people lived in harmony; the society has been steady and people lived and worked in peace and contentment.
Over the past year, all people of Dalian has realized the steady and sound economic and social development and promoted Dalian into a new stage of vigorous development, wide opening-up and great development. Hereon, I express my heartfelt thanks and highest respect to all citizens and friends from all walks of life.
The year 2010 is an important year in the history of Dalian's rejuvenation and development, with severe challenges and development opportunities. We will implement the guiding principles set out the Third and Fourth Plenary Session of the 11th CPC Central Committee and the Central Economic Working Conference. We will apply the scientific outlook on development to the overall situation and accelerate the process of urbanization. Dalian will promote the adjustment of economic structure and the transformation of economic growth pattern, make enormous efforts to step up the construction of "three centers and one cluster zone" and further establish the core position and leading role of Dalian.
Dalian will maintain the sound and rapid economic development. We will continuously integrate the expansion of domestic demand and the stability of foreign demand and increase investment to fuel economic growth; we will take various measures simultaneously and improve consumption capacity; Dalian will actively attract investment, create new advantages of internal and external opening up and elevate economic aggregate as well as quality and effectiveness into a new phase.
We will strive to boost the urbanization of the whole city. In line with the development thought in the form of groups and chains, we will expand urban development space alongside the Yellow Sea and the Bohai Sea and plan and develop "the four large groups". Besides, Dalian will speed up the development of economic zone with special functions and features as well as livable areas with beautiful ecological environment, change the urban development strategy from the pattern of "Single Center to Multi-centers" and improve the comprehensive strengthen of the city in full scale.
We will focus on developing social undertakings and improving people's livelihoods and increasing the living standards of the masses. 160,000 people will get employed in real names this year, with the initiative undertakings boosting employment; Dalian will implement the task of healthcare reform and change the healthcare environment and conditions for the better with all our efforts; we will further complete the system of housing security and construct economic affordable houses and low-rent houses; we will intensify urban construction administration and elevate the environment quality of the livable city. We will do practical things in the masses' interest and enable the masses to enjoy the development achievements.
Citizens, comrades and friends, let us strive to work and blaze new trails in a pioneering spirit with higher spirit and achieve new leaps in respect of scientific development on the road of revitalizing the old Northeast industrial bases.
