Ⅸ Finance, Securities and Insurance

By the end of the year, the financing industry of Dalian boasted 89 financial institutions at the level of branch bank (subsidiary) and higher, including 46 banks, 28 insurance companies, 2 securities companies and 5 futures exchanges and brokerage firms. The financial assets totaled 767.69 billion yuan, up by 21.7 percent and there were over 50 thousand finance employees.

Banking: The balance of deposits and loans increased dramatically. The end-of-year balance of domestic and foreign currency deposit in financial institutions was 553.52 billion yuan, 108.24 billion yuan more than that of the beginning of the year, up by 24.3 percent. Of the total balance, the end-of-year balance of residents’ saving deposits was 247.63 billion yuan, 54.43 billion yuan more than that of the beginning of the year, up by 28.2 percent. If Agriculture Bank’s peeling off of bad assets was not taken into consideration, the balance of domestic and foreign currency loans was 406.27 billion yuan, 73.85 billion yuan more than that of the beginning of the year on comparable basis, up by 21.6 percent. The ratio of non-performing loans was 3.7 percent, down by 4.1 percentage points over the beginning of the year. The inter-bank foreign exchange market in Dalian opened for 246 rounds totally and handled 1,386 foreign exchange transactions, with the settlement amount converted into USD 1.13 billion. Standard
Charted Bank of Britain was approved to open Dalian branch and Citibank of America was settled in Dalian. Dalian Bank obtained permission to establish Beijing branch. Two rural banks were newly set up, namely Zhuanghe Huitong Rural Bank and Wafangdian Changxing Rural Bank. By the end of 2008, Dalian had boasted 46 banking financial institutions at the level of branch and higher.

Insurance: The insurance industry maintained a soaring development. The insurance premium income accomplished was 10.74 billion yuan, up by 30.9 percent over the previous year, with the fastest growth of Dalian insurance market in recent six years. Of the total, the premium for property insurance was 2.73 billion yuan, up by 4.2 percent; and life insurance 8.01 billion yuan, up by 43.4 percent. The payment for insurance compensations and claims was 4.13 billion yuan, up by 24.5 percent. Of which, the payment for property insurance was 1.55 billion yuan, down by 0.3 percent; and life insurance 2.58 billion yuan, up by 46.3 percent. The insurance penetration (i.e. the proportion of premium income against GDP) of Dalian was 2.8 percent, with an increase of 0.2 percentage points over the previous year and the insurance density (i.e. the per capita premium income) 1,755 yuan, 328 yuan more than that of the previous year. The first domestic-funded incorporated insurance company in Dalian, Century Life Insurance Com
pany obtained permission and prepared for construction. Besides, there were three domestic-funded and foreign insurance institutions settled in Dalian. By the end of the year, Dalian had got two incorporated insurance companies and 26 branches of provincial level; the total assets were 25.43 billion yuan, up by 22.8 percent over the previous year.

Futures: The futures industry achieved leap-forward development. The futures contract settlement volume in Dalian Commodity Exchange was 640 million transactions, up by 71.9 percent over the previous year. The transaction turnover accounted for 46.8 percent of the national futures trading and ranked the tenth in the world and first nationwide for nine consecutive years. The contract settlement volume of soybeanⅠ, soybean meal and corn was 230 million, 160 million and 120 million transactions and the transaction turnover ranked the fifth among the varieties in domestic futures market. The futures contract settlement volume was 2,750 billion yuan, with the increase of 130.5 percent. The futures transaction turnover accounted for 38.2 percent of nationwide futures trade. By the end of 2008, Dalian has had 5 futures agency companies and 58 branch offices of non-local futures agency companies.

Securities: The financing capability of the capital market was further improved. Within five years, there were 5 companies listed both overseas and at home with another 2 listed companies achieved refinancing. All year round, the direct financing value of the capital market was 8.3 billion yuan, 1.5 times as much as that of the previous year. There were 31 companies in Dalian listed in stock market, including 21 at home and 10 overseas. Among those companies listed at home, 18 issued A-Shares, two issued B-Shares and one had both. By the end of 2008, Dalian has had one securities headquarter company, one securities subsidiary, 40 securities offices and two securities service departments.

X Science & Technology and Quality & Technology Supervision

High and new technology: Dalian’s high and new-tech output value reached 313 billion yuan, up by 30.3 percent over the previous year, of which, the output value of high & new-tech products of industrial enterprises above the designated size was 218.5 billion yuan, up 22.1 percent. The value-added of high-tech industry reached 80.2 billion yuan, up 33.2 percent over the previous year. The value-added of high and new-tech products of industrial enterprises above the designated size was 60.51 billion yuan, up by 35.9 percent. The pilot work of three industrial technology innovation league were launched separately, including wind power transmission system, major equipment bearing and LED Lighting, and the amount of expenditures on research and development activities was worth 19.6 million yuan. PAC Intelligence Control System by Guanyang Science and Technology Development CO., was successfully applied in drug packaging production lines. The “Multi-shaft Linkage High-speed Gantry Processing Center Series Product Development” under the national Key Technology Research and Development Program went off smoothly. Three model machines of Movable Beam Rechargeable Worktable Pentahedron Gantry Processing Center with Removable Head were manufactured and sales contracts signed. The construction of State Laboratory of Clean Energy by Dalian Institute of Chemical Physics, CAS, progressed smoothly; construction preparation for ten research departments was accomplished; and Energy Chemical Engineering building was topped off. Dalian was approved as the first group of National Demonstration City of Energy Conservation and New Energy Resources Vehicles. Self-directed innovation products in opto-electrical field were applied to venues for Beijing Olympics, including LED Display by Luming Group, LED Lighting Driver Chip and Dynamic Light Control System by Dalian Century Great Wall Opto-electrical Science and Tech CO., LTD.

Technological venture: Three national science-and-technology enterprise incubators were added together with five incubators of provincial level. By the end of 2008, there were 33 science-and-technology enterprise incubators of municipal level or higher, including six national ones and 6 provincial ones, with incubation area over 1.6 million square meters. Dalian science and technology enterprise incubator venture special fund was established for the first time, which aimed to support for venture of incubating technology enterprises. China (Dalian) International Science and Technology Enterprise Incubator Forum and Symposium were successfully held. Technology Transfer Centre of Dalian University of Technology was granted as one of the first group of National Technology Transfer Demonstration Institution.

Science and technological achievements: Achievements of Dalian University of Technology, “Precision Manufacturing Technology and Equipments for the Complex Surface Parts of Hard and Brittle Materials”, won the first-prize of National Award for Technological Invention; Dalian’s eight science and technology projects won the second-prize of National Natural Science, the second-prize of National Award for Technological Invention and the second-prize of National Prize for Progress in Science and Technology respectively. 47 projects won provincial science and technology awards, and 132 projects won municipal awards. 385 projects under scientific and technological planning were implemented all year round, of which eight independent innovation projects were implemented, including high-end CNC machine and photoelectron products. 1926 utility patent applications were received this year, up by 20 percent. 3507 patents were granted, up by 19 percent.

International scientific and technological cooperation: The 13th International Biotechnology Symposium was successfully held, which was named as Olympics in biotechnology field, with nearly 3000 foreign and domestic scientists from over 80 countries and regions present at the symposium. International scientific and technological cooperation base in Dalian Xuelong Group developed international cooperation with Australia, Japan, and America and had the support of international scientific and technological cooperation special fund provided by Deparment of Science and Technology. Qier Machine Group Dalian Waji CNC CO., LTD. won the title of Dalian State-Level International Scientific and Technological Cooperation Base of Equipment Manufacturing Industry. A collection of international cooperation projects made great breakthroughs, such as traditional Chinese medicine and pharmacology modernization technology researched and developed by Dalian Fusheng Pharmaceutical Co., Ltd.

Quality and technology supervision: All year round, quality and technology supervision departments took random inspection of 3,910 batches of products of 3,160 enterprises, of which the average qualification rate was 93.8 percent. 460 food production licenses were re-certificated for 380 foodstuff enterprises and relevant enterprises, of which 62.9 percent got production licenses. National and provincial quality and technology supervision departments inspected 7 kinds and 120 batches of agricultural and building materials randomly, with the average qualification rate 82 percent; municipal departments inspected 40 batches of products, including agricultural and building materials and electrical devices, of which the average qualification rate was 97.5 percent. 67 quality problems were inspected and defective products were prevented from flowing to market.

All year round, 130 standards were adopted, with 25 enterprise standard adoption applications. The standard adoption amounted to 3142. Ten provincial standard establishment projects were organized and three of them were issued and implemented. The surveillance on safety of special equipments was reinforced. 2,465 sets of boilers and 10,135 sets of pressure vessels were brought under regular inspection, with the inspection rate of 98 percent; 11 thousand elevators and 7,554 sets of lifting machinery were checked regularly, with the inspection rate of 96 percent; 6,376 vehicles in plants were checked, the inspection rate of which reached 90%; 160 large-scale recreational facilities and 14 passages ropeways, were inspected, with the100 percent inspection rate.

The number of famous brands still ranked first in Liaoning province. By the end of 2008, Dalian has had 20 famous brands of China, 127 famous brands of Liaoning province, and 239 famous brands of Dalian. The number of famous brands of China and famous brands of Liaoning province still ranked first in Liaoning province. 18 products were permitted to use special marks of geographical indication products protection, of which there were 7 kinds of Dalian abalone and 11 kinds of Dalian sea cucumber. There were four famous trademarks of China designated by State Administration of Industry and Commerce in 2008.

XI Education

There were 23 general institutions of higher education (and another 7 privately-run colleges), 108 secondary vocational schools, 80 ordinary middle high schools, 1,049 schools for nine-year compulsory education and 1,432 kindergartens in Dalian. The students on campus of all levels (including kindergartens) totaled 1108 thousand

Fundamental Education: Throughout Dalian the enrollment rate of children for pre-schooling of three years amounted to 91.8 percent, the net enrollment rate of population at the age for primary school was 99.7 percent, the net enrollment rate of population at the age enough for middle school was 99.9 percent and the gross enrollment rate of population at the age enough for high school education was 96 percent. There were 522 thousand students enrolled for compulsory education and 108 thousand students enrolled in common high schools. All over Dalian, tuition and fees were released for compulsory education in rural and urban. 94 thousand children of migrant workers in urban areas all enjoyed the free compulsory education.

Secondary vocational education: There were 106 thousand students enrolled in secondary vocational schools. Of which, 28 thousand students were in secondary specialized schools, 36 thousand ones in vocational technical secondary schools and vocational high schools, and 40 thousand in technical schools. The graduates of secondary vocational schools of various grade reached more than 32 thousand. There were as many as 34 secondary vocational schools with the scale of over 1,000 students. 43 thousand secondary vocational school students supplemented grant and scholarship. Dalian won 8 golden medals, 11 silver medals and 17 bronze medals at National Secondary Vocational School Students Skills Competition and ranked the sixth on the gold medals list.

Regular higher education: There were 231 thousand undergraduate and junior college students enrolled in general institutions of higher learning (including high vocational colleges) in Dalian, with 24 thousand undergraduate and junior college students (including high vocational colleges) in municipal higher institutions and 64 thousand students in privately-run high vocational colleges and privately-run secondary colleges. There were nearly 30 thousand doctorial and master candidates in colleges and universities as well as research institutes in Dalian. There were 766 doctorial graduates, 7,321 master ones, 36 thousand graduates and 18 thousand junior college graduates in general institutions of higher learning in Dalian. There were several scientific research awarded achievements in general institutions of higher learning in Dalian, namely 1 second prize of National Award for Technological Invention, 3 second prizes of National Prize for Progress in Science and Technology, as well as 1 second prize of National Prize for Natural Sciences

Adult education: There were 71 thousand students enrolled in higher institutions for adult education, including 18 thousand students in higher adult schools established independently and 53 thousand students in adult education schools of general institutions of higher learning. The higher education self-study examinations conducted for 166 thousand subject-times and 3,287 persons obtained the diplomas of graduate and junior college graduate. There were 921 privately-run non-academic training institutions under the approval of educational departments, with 225 thousand persons completing the courses and 248 thousand persons in study.

Primary and middle school teachers: The rate of full-time primary school teachers who reached the academic qualification was 99.7 percent, and therein that of teachers with junior college and higher academic attainments amounted to 75.7 percent; that of full-time junior middle school teachers who reached the academic qualification was 99.5 percent, therein that of teachers with bachelor and higher degrees amounted to 66.8 percent; and that of full-time common high school teachers who reached the academic qualification was 97.4 percent.

School facilities: All the school facilities in rural areas reached the provincial standards of “popularization of nine-year compulsory education”. The task of building 22 kindergartens in villages and towns was fully accomplished. The per capita school building area of primary school, junior middle school and high school students in Dalian were 6.6 square meters, 7.8 square meters and 14 square meters.

XII Culture

By the end of 2008, Dalian has had 4 professional art performance troupes under direct municipal jurisdiction, 13 public libraries, 12 cultural art galleries and 7 public museums.

Artistic creation and performance: The professional art performance troupes under direct municipal jurisdiction completed some 1450 scenes of performance, with the audience of nearly one million, including 649 scenes of performance and audience of 597 thousand person-times at home. Turbulent Apricot Yellow Flag won the gold medal on 5th China Peking Opera Festival, and the acrobatics program, Dalian Girls -- trick cycling won the gold medal on 16th Massy International Circus Festival in France. The acrobatics program, Modern Man and Woman Supple-virtuosity, Passion won 7th Chinese Circus Chamomile Award, namely the gold prize on 2nd national acrobatics competition. 2008 Dalian Professional Art Performance Troupe Demonstration Match was held. 

Social and Cultural Events: Series of events of “Building a Cultural Dalian” were organized. The “2131 Project of Film Screening” was further implemented, 12096 shows were presented to farmers and the audience quantity amounted to over two million person-times. Golden Rooster and Hundred Flowers Film Festival shows were successfully completed. There were 28 foreign movies and more than 70 showings, 32 domestic movies and more than 100 showings and nearly one thousand square movie showings. Dalian Library was designated as the first group of national important protection units of cultural relic; Zhuanghe city, Jinzhou District, Xigang District and Lvshunkou District were named as Chinese Folk Culture and Art Township by Ministry of Culture.

News and Publishing (copyright) administration: By the end of the year, Dalian has had seven newspapers, 55 periodicals and 6 publishing houses (including audio and video ones). The event of “Delivering Books to Villages” was launched, more than 28 thousand books were sold and over 3400 books donated; the work of enterprise software licensing regulation was facilitated.

Administration of Cultural Market: The series of special inspections of cultural market were carried out. 3000 person-times participated in the inspection of over 1800 cyber bars, more than 40 dancing halls. Besides, there were more than 1,800 times of publication market inspection, and over 700 business households, 134 printing enterprises as well as 55 heritage conservation units under inspection. 85 thousand disks (volumes) of illegal audio and video products as well as prints were confiscated and 3 audio and video illegal workshops demolished.

Cultural relics and museum work: 295 items of defining and description of protection scope and construction control of cultural relics protection units at provincial, municipal and district (city) levels were accomplished. 835 items of immovable historical relics catalogues description were completed. Municipal museums held 32 temporary shows and special shows, and got 230 objects collected and donated. Lvshun Museum was designated as the first group of National First Class Museum, and Dalian Modern Museum and Lvshun Japan & Russia Prison Museum as National Second Class Museum.

XIII Public Health

By the end of 2008, there were 2373 medical institutions (including 1870 clinics and health stations), of which there were111 hospitals. General hospitals and health centers planned to have 27,056 beds and utilized 27,422 beds actually, with 4.4 hospital beds per thousand persons; there were 44 thousand medical staffs, including 35 thousand medical technicians, with 2.4 doctors per thousand persons. All over Dalian the death rate of maternity was 13.8 per 100,000 and the infant mortality rate 4.61‰. The per capita life expectancy was 80.65 years old.

Medical Treatment and Disease Prevention and Healthcare: There were 39 community public health service centers, 32 community service stations, and 4 community hospitals established at 32 streets offices of four downtown districts. AIDS, tuberculosis, epidemic hemorrhagic fever and other serious infectious diseases were effectively controlled. The EPI vaccination rate all over Dalian maintained at 99 percent and above.

Medical Research: Dalian organized and declared 257 scientific research achievements, with 14 listed in the municipal scientific research program. 39 items were appraised, and 30 of them won municipal progress prize in science and technology. 503 new technology application projects were applied, among which 257 projects approved for clinical application.

New type of cooperative medical system in rural areas: By the end of 2008, all over Dalian a total of 2.18 million farmers participated in the new rural cooperative medical system, with the participation rate amounting to 98 percent. The security level of the medical system was improved, with minimum payment adjusted from 80 yuan per year of the previous year to 129 yuan per year in Dalian.

XIV Sports

Mass sports: Olympic and Paralympics Games Torch Relay in Dalian was successfully held. There were 360 important mass sports held and 2300 social sports instructors over Level 3 trained. Farmer Health Program was implemented, and there were new standard basketball courts available in 125 incorporated villages, which made it possible to earlier accomplish the objective of constructing standard sports facilities in 302 incorporated villages. 100 fitness rooms in communities and organizations were newly built, and 100 workout paths built in urban and rural areas. The activities of spreading sports to the countryside were carried out, with 2,785 fitness equipments donated to middle and primary schools of poor areas in Dalian. A series of ports activities were held, such as 6th International Pedestrianism Conference with 200 thousand participants, 100 thousand persons Taijiquan performance, and national fitness Qigong show in one hundred parks in Dalian. “Dalian One Hundred Excellent Social Sports Instructors” were honored.

Competitive sports: 22nd Dalian International Marathon Race was successfully held, with 37 countries, 29 provinces, cities and districts 8692 athletes participating in the race. 2 international competitions, 12 nationwide events and 4 provincial events were undertaken in succession. One Hundred Excellent Coaches of Cultivating Competitive Sports Reserve Talents were honored. 33 athletes with the domicile place of Dalian won 4 medals at the 2008 Beijing Olympic Games. Athletes of Dalian entered for 25 events and won 325 medals in annual provincial competitions. Dalian athletes won 151 gold medals and ranked first in Liaoning Province. Dalian Shide Women’s Football Team won the champion of National Woman Football Premier League and Chinese Women’s Football Super Cup. Dalian sport delegation for the aged participated in 5th Liaoning Province Sports Meeting for the Aged, and won 18 golden medals, ranking first in the gold medals list and medals list. Two units were named as national high-level sports reserve talents base and four units as state-level reserve base of individual-event reserve talents.

XV Environmental Protection

Environmental quality: In general, the condition of environment quality was good. The average content of the four pollutants in the air reached Class Ⅱ of National Ambient Air Quality Standards and there were 353 days with air pollution index (API) over Class Ⅱ (Good), including 108 excellent days with ClassⅠ (Superior). The water quality of offshore marine space maintained stable overall. The annual average content of monitoring indicators for water quality met Class-II of the national seawater quality standard, except Inorganic Nitrogen in Dalian Bay and southern coast. The water quality of drinking water sources maintained good and complied with Class-III of Environmental Quality Standards for Surface Water. The urban traffic noise was in line with the national regulations and standards. Dalian won 6th Kitakyushu Environment Award.

Management of construction projects: All year around, 5,313 construction projects were approved, with a total investment of 84.25 billion yuan, including the environmental protection investment of 211 million yuan, accounting for 2.5 percent of total investment; and 2870 projects were completed and inspected. The environmental evaluation of Dalian urban general planning and of the Five Points and One Line coastal economic zone planning was launched. The environmental evaluation of special planning of citywide thermoelectricity and energy was censored.

Prevention and control of environmental pollution: Three sewage treatment plants were put into use, including Malanhe Sewage Treatment Plants Phase II, with an annual reduction of 2,482 tons of COD. Desulphurization projects of generating unit Ⅲ and Ⅳwere put into operation at Dalian Electric Power Plant of Huaneng Power International, INC, with an annual reduction of 946.8 tons of sulfur dioxide. Relocation and technical reform of Dahua Group helped reduce 3,154 tons of COD. 36 small paper mills were shut down and demolished and 15 paper mills with the output of over 10 thousand tons suspended operation to renovate, with an annual reduction of 239 tons in sulfur dioxide and 240 tons of COD. 2756 pollution discharge certificates were granted. All over Dalian, medical waste were collected and safe disposed. Public electronic waste disposal system was established. 82 thousand tons of hazardous waste was transferred at 13 thousand times. More than 120 thousand vehicles received the annual exhaust inspection and nearly 20 thousand vehicles were under random inspection. And nearly 2 thousand vehicles with excessive vehicle exhaust emissions were punished.

Comprehensive control of urban environment: The project of boiler removal and grid connection in 17 regions was completed in Dalian, with 155 boilers and 110 chimneys removed; and an area of 2.8 million square meters was completed with grid combination for heat supply, with 31 thousand tons of fuel coal cut down and 377.4 tons of dust, 352 tons of sulfur dioxide and 294.1 tons of nitrogen oxide reduced.

Natural ecological protection: The eco-city construction project was officially launched. All over Dalian, 62 enterprises which influenced the water source security were shut down or improved within the prescribed time limit. 

Urban gardening and greening: 750 thousand trees were planted in urban areas, with an increase of 1.75 million square meters in public green space, the per capita public green space amounting to 11.6 square meters and the urban green coverage rate amounting to 44 percent.

XVI Population and Employment

Population and family planning: Permanent population of Dalian at the end of the year totaled 6.13 million. The total registered population on household was 58337 thousand, with a net increase of 51.8 thousand over the previous year, of which, non-farming population was 34783 thousand, accounting for 59.6 percent; farming population 23,554 thousand, accounting for 40.4 percent. The immigrant population from other provinces and cities was 80 thousand, and the emigrant population from Dalian was 35 thousand, for which the mechanical growth of 45 thousand was the dominant factor. The population birth rate and death rate was 6.70‰ and 5.45‰ respectively, with the population of newborn 39 thousand and population natural growth rate at 1.25‰; gender ratio at birth was within the normal range. The rate of birth was in compliance with policies at 99.93 percent, the comprehensive contraceptive rate was 84.31percent and the deferred marriage rate was 89.40 percent. Policies of assisting only-child-family with the disable were implemented. 2,892 households obtained the subsidy of 960 yuan per head per annum. 89.555 million yuan was granted once, which provided 47390 laid-off workers with family planning retirement allowance. Rural Areas Rewarding and Assisting Program for Family Planning and Special Needs Family Assisting Program for Family Planning were still implemented, which respectively benefited 15,042 households and 2,562 households. There were 1404 healthy family advising stations (centers) available. Zhongshan District and Zhuanghe District were appraised as National Model of Outstanding Services in Family Planning.

Employment: There were 950 thousand employees in urban and town collectives and higher establishments at the end of the year, with 852 thousand ones in service. There were actually 1421 thousand rural employees at the end of the year, with 672 thousand ones in primary industry.

Enterprise registration: There were 13,133 new enterprises registered in Dalian all year round, down by 6.2 percent over the previous year. The registered capital was 34.013 billion yuan within the year, down by 34.5 percent. There were 908 foreign-funded enterprises, with a total investment of USD 2.68 billion with registered capital of USD 1.918 billion, actual contribution of USD 1.767 billion made by foreign investors. There were 11,079 privately-run enterprises, with 157 thousand employees (including 21 thousand investors) and the registered capital was 11.76 billion yuan. There were 43 thousand new self-employed entrepreneurs registered, with 57 thousand employees and the capital of 2.27 billion yuan.

Urban and township employment: Within the year there were 160 thousand persons employed in urban and town areas, including 82 thousand stable employed persons. 760 million yuan was granted financed as reemployment fund and 710 million yuan applied as reemployment fund. The registered urban and town unemployment rate was controlled at 2.4 percent. Reemployment Accommodation Papers were delivered to 7,653 unemployed people, with the tax and fee reduction of 140 million yuan. 33 thousand public welfare posts were provided, and the social insurance subsidy of 580 million yuan was offered to 181 thousand people. 134 thousand people signed service pact with the performance rate of 93 percent. General preferential training was granted to 116 thousand people, including 460 thousand trainees as laid-off workers. 29 thousand people started business or got employed. Support was granted to 2,197 persons as the leaders to start new businesses, with 13,265 employees involved. With the year, 7,109 skilled workers were trained; 98 thousand persons received the authentication of vocational skills, of which 65 thousand people obtained the certificates of vocational qualification.

XVII People’s Living Conditions and Social Security

Household income: The level of urban and rural household incomes kept increasing. The annual per capita disposable income of urban residents was 17,500 yuan, up by 15.8 percent over the previous year; and the annual per capita consumption expenditure was 14,101 yuan, up 16.2 percent. The annual per capita net income of rural residents was 9,818 yuan, up 17.3 percent over the previous year; and the annual per capita living and consumption expenditure 5,770 yuan, up 10.9 percent. Engel Coefficients in urban households was 37.9 percent and in rural households 46.4 percent.

Housing reform fund: The housing reform fund collected in the year was 7.41 billion yuan, with 6.74 billion yuan as public housing provident fund, up 26.9 percent and 30.4 percent over the previous year respectively. A total of 6.47 billion yuan was used, with 2.97 billion yuan granted as personal housing policy-related loans, down by 6.1 percent and 17 percent over the previous year. By the end of the year, the accumulated balance of housing reform funds collected was 22.47 billion yuan, with 1.88 billion yuan as the balance for public provident fund; and the accumulated balance of housing reform fund used was 10.45 billion yuan, with 10.34 billion yuan as balance of personal housing policy-related loans.

Social insurance: By the end of 2008, 1574 thousand persons in Dalian participated in basic pension programs, and the insurance premium collected was 9.04 billion yuan, up 13.2 percent and 22.9 percent over the previous year. Among them, 1.446 million company employees participated in the insurance and the insurance premium collected was 7.87 billion yuan, up 15.4 percent and 36.4 percent respectively. 527 thousand persons retiring from enterprises drew the basic pensions in full amount. 1,042 thousand persons participated in unemployment insurance and the insurance premium collected was 780 million yuan, up 8.1 percent and 23.8 percent respectively. A total of 3,237 thousand persons participated in medical insurance and the insurance premium collected was 4.1 billion yuan, up 20.2 percent and 34.9 percent respectively. A total of 1871 thousand people participated in work-related injury insurance and the insurance premium collected was 310 million yuan, up 40.7 percent and 40.9 percent respectively. 1.05 million people participated in maternity insurance and the insurance premium collected was 150 million yuan, up by 6.9 percent and 36.4 percent respectively.

Social Security: Dalian’s urban and rural criteria of minimum living allowance and pensions for retirees from enterprises ranked first in Liaoning Province. The per capita minimum living allowance for urban and rural areas reached 164 yuan and 97 yuan per month, up by 20.1 percent and 18.2 percent over the previous year. The per capita pension for retirees from enterprises reached 1,181 yuan, up by 14.8 percent. The synchronized adjustment mechanism of the criteria for unemployment insurance and for minimum wage was established. The allowance of unemployment insurance was increased by 75 yuan, up by 18.2 percent. The basic medical insurance standard was greatly improved. The subsidy for chronic diseases covered 15 diseases from originally 9 diseases and settlement rang of mono disease covered 27 diseases from originally 22 diseases. All districts, cities and towns all established the basic medical insurance for urban residents and the members of low income family and the disable were also qualified for the basic medical insurance for urban residents, with 447 thousand people insured in Dalian. The special fund financing system of enterprises and public institutions heat supply subsidy covered 18,737 employing units with 440 thousand employees.

Social assistance: By the end of the year, the total urban and rural minimum living allowance targets amounted to 156 thousand, including 95 thousand urban residents and 61 thousand rural people, of which the security coverage was 3 percent and 2.5 percent respectively. All year around, accumulated 260 million yuan was granted as urban and rural minimum security supplement, with 190 million yuan for urban residents and 700 million yuan for rural residents, which is a record high. Emergency and relief mechanism in response to stagflation was improves, with the delivery of the subsistence allowances of 1828.4 thousand yuan to rural and urban residents. The system of basic medial assistance to poverty-stricken urban and rural residents was implemented and the basic medical insurance covered all urban residents in compliance with the standard. 18.42 million yuan was input to assist 620 thousand sick urban and rural residents. The system of special assistance to urban family with low income was implemented, with 1.822 million yuan input and 5,870 urban families with low income assisted. 2,000 households’ dangerous houses of rural areas were renovated and the subsidy from the governments of city and county level increased to 20 thousand yuan from 15 thousand yuan. 60.33 million yuan was granted, as temporary relief during New Year and Spring Festival, hazard assistance, and counterpart donation to help 206 thousand urban and rural households in difficulty.

Social welfare: All year around there were 20 senior nursing institutions approved and renovated, and 3,200 new senior nursing beds available. Dalian Implementation Guideline of Perfecting Home-based Care Service for Ages was drawn up and implemented. The city and county governments invested 10 million yuan subsidy for home-based care, which incorporated nearly 10 thousand old folks with low income and widowed senior citizens. There were 20 new rural regional central senior citizens’ homes built and all of them were taken into management system of institutions. The new system for keeping childless and infirm rural residents was constructed. With funeral and interment convenient policies implementation, there was a remission of funeral and interment fees, 440 thousand yuan, for 1,116 households with low income. The total sales turnover of welfare lottery amounted to 1.03 billion yuan.
